The watt rating of the resistors will not affect how the inductor discharges into the caps. However, you need to make sure that their average dissipation doesn't exceed their rating, or they will get too hot.
Most engineers will never need to worry about the voltage rating of resistors. A rating below 250v is unusual, and if you spend all your life building audio amps and computer peripherals, that might as well be infinity. However, most people on this board *will* need to worry about resistor voltage ratings. In practice, you'll probably get away with taking a 250v resistor to 500v, but it doesn't hurt to b scrupulous, look up the ratings of what you're using, and put several in series until you meet them.

also does anything on the lm311n look odd to you? i've scrupulously gone over my enter circuit board and i cant find a single error in soldering and connections. however uzzor (guy i got the circuit off) also has a pcb template which has a different layout which involves all but one pin on the lm311n being used which is thoroughly confusing me atm

There's nothing odd about the lm311 on the .gif. When the cap voltage is high enough, causing the -ve input to exceed the +ve, the output will go low, lighting the LED. I suspect that the LED is an end-of-charge indicator?
Now, I know nothing about 555s. If pin 4 is an enable pin, and taking it low stops the oscillation (hopefully with pin 3 low), then that will cut off charging. If not ...
Obviously I can't comment about a PCB template I can't see.
