All,
I’ve become aware of fully funded (fees + living expenses) PhD studentship for research in to cold plasmas, it may be of interest to some people here, especially those living in the UK/EU.
The project consists of three elements: (1) Developing interesting/novel high-voltage power sources to produce cold plasma in various gases. (2) Characterisation of plasma parameters (using optical emission spectroscopy, laser diagnostics and mass-spectroscopy). (3) Application of the devices developed in various cutting edge applications.
The research group has a 40 year track-record at the forefront of plasma research; it is based in a UK Russell Group university and has over £1 million of plasma diagnostic equipment which will be at the disposal of the appointed person.
Then ideal candidate will have a good first degree in electrical engineering or physics, coupled with a strong interest in one or more of the following areas: high-voltage engineering, pulsed power and plasma physics. The funding is open to any nationality; however, timescales are quite tight and the added complication of a non-EU applicant may cause a problem with the funding body.

UK Phd program funding is not necessarily guaranteed for foreign students.
i.e. you could be forced to support yourself if the funding source asserts xenophobic restrictions.
I know someone who had to abandon 2.5 years of research in London due to the political policy changes.
Personally, I wouldn't even send our department's ape over there without knowing budget contingencies are secured, and on-campus lodging was available.

The funding is provided directly from the university. Some studentships do come with restrictions on nationality, this is not one of them, as detailed in my original post this is open to all.
Any candidate would apply through the normal postgraduate research application procedure and will be in competition against other candidates (this is where a good degree from a good university really helps). If accepted, the funding is guaranteed for three and a half years, I’ve never heard of any student having their funding pulled due to nationality. Past and present PhD students in the group have come from all over the world, e.g. China, Iraq, Iran, Philippines, US, Germany and Poland... nationality and funding has never been an issue.
There’s plenty of accommodation for your department ape, we're not in London so he/she won't pay through the nose for it either!
