I've converted a car cooler into a temperature chamber with a handful of spare parts and some time. Cooler was acquired from a friend; total cost of project: $15!

I didn't use an inductor to smooth the TEC current. It looked pretty smooth without it.
I can use it to test the performance of circuits at different temperatures. For example, to see if an active filter drifts in frequency in different environments (summer / winter).
I am currently using it to as part of a test suite to gather data on a microfluidic sensor capable of measuring flow rates as well as fluid temperature. Consumer temperature chambers are thousands of dollars, and this saved us a lot of money for what we need it for.
