The problem here is that your average Internet user is going to take one look at say a Tesla coil or an induction heater or chemistry videos (OMG DRUGBOMBZ!!!!) and get all the useful sites and videos blocked. The main issue is that it only takes a few people to blacklist a site but once on the blacklist it might be nearly impossible to unblock it. Needless to say ISPs are going to consider a site being on anyone's block list as a reason to also block it.
And you thought the **AA video content blocks were bad, this is going to be a slow motion train wreck of epic proportions if it gets passed.
Example, a legitimate site discussing recently found software vulnerabities gets downed because terrorists *might* use that information to create an EWMD. Voila, the entire antivirus industry gets crippled because all their best researchers can't do their research.
