Hard to say without the generator manual, but I'd expect the 230V outlet is just connected between one phase and neutral of the 400V outlet. So in that case you could get about 2kW from it.
A 3 phase generator needs a balanced 3 phase load to achieve its full rated power.
PFC is power factor correction. It's also explained in the article where you got the 19% figure.

Looks like a reasonable quality unit. But bear in mind that it only has one bearing, it relies on the engine to support the other end of the shaft, so it has to be used with the correct engine.

So finally i have to choose the 1-phase generator.
Why does a generator motor have a single bearing, physically talking it gives more vibrations the whole system and forces the engine to hold the weight of the generator and consequently by consuming more fuel? Shouldn't generator motors all have 2 bearings?
