Where do people get a high voltage power supply (about 300V) cheaply?

If you don't trust yourself with mains current you can't trust yourself with a coilgun either. Capacitors used for coilguns usually get charged with several hundred joules of energy. Touching that is more dangerous than poking needles into an outlet. But maybe you could build a very small and weak coilgun to keep things save.
Here is an example of a coilgun that uses only 18V.

The energy there is only 0.066 J and it should be perfectly save to play with.

You have a link to the NE555 datasheet there...

Unless you mean to directly power a tiny coil with a monostable NE555 output.. worlds smallest coilgun?
