Hi.. Has anyone ever heard of this? Seems that the Coanda effect already works well on its own, but the air flow over a surface could be modifed using a variant of the OAUGDP effect with a Lifter corona wire to generate the thrust.
The best analogy is that the corona wire is the "filament" and the distribution of ions over the surface in one direction should increase the thrust by a large percentage over either system alone. At the cost of increasing current draw so that the power supply will need to output +40KV at 250mA instead of the normal 10-15 for small Lifters.
The power supply for the OAUGDP panel could be an array of CCFL piezo transformers phase locked so that the resonant frequencies are offset by a few hundred Hz. Not that hard to do, as long as they are similar and ballasted by a capacitor-resistor network so that they stay somewhat stable and temperature locked so that it "backs off" drive if it starts to drift out of resonance.

Im not sure about your piezo transformer idea, ive looked them up, im just not convinced. However the coanda effect has been experimented with by Jean Louis Nadin and others, and does seem to add greatly to the lift charictaristic.
