PICKit v2 or v3 is a cheap and very handy little ISSP.

(The v2 is under $20 on ebay)
The RISC ASM set of PICs takes a few weeks to learn all of the details.

The $30 Buspirate v3b can emulate an STK500 (program the TinyAVR lines):

I usually recommend both, as people can gain access to debug/upgrade/repair most of the popular chips for under $60.
