They should have an entire episode of The Big Bang Theory dedicated to shutting Sheldon up with this!
Now as far as the sicence part goes, I was a little agitated by the show, I know the writers aren't math buffs, but I expect a bit more from them at times. They were playing Sheldon's card game and Sheldon plays his "Infinite Sheldon" card and thinks that's how you win. To shut him up I would have used my "Inverse Function" card 1/F(x), and nullified him to nothing, and shut him up with science.

How accurate does the delay of 0.2 seconds need to be for it to be effective, and is the laser to measure the distance to the target for distance compensation purposes?
I see a major problem which no-one has mentioned... the speed of sound in air. At 34 meters, the sound would have to be returned immediately to the target with no delay. Anything over 34 meters would not be possible.

hehe... I want a version of this that makes someone's brain "lock up" as sometimes happens when people are performing or speaking in public. Just the thing for avoiding muggers etc.
Come to think of it, a vest with outer conductive layers and electrorheological fluid that reacts to blunt or pointed trauma and hardens like concrete would also be handy. Bonus if it directs a charge back along the blade and electrocutes the holder.
Alternatively, induction heating said blade would also result in rapid disarming of its wielder.
