Sounds pretty neat. According to the Yahoo! New's article about it, it makes you shut up by confusing your brain... it takes audio, delays it 0.2 seconds and then spits it back out.
Apparently this makes your brain go "wah" and then your mind goes blank, causing you to be quiet.

It does work! I've tried it.
Probably the easiest way to make it is with a computer and some audio processing software. As a suggestion, the demo version of Reaper is free, and I'm sure it has a delay effect in there somewhere.

Yeah, the easiest method would be to use a large memory such as the 23K640 (64K serial) and a micro to generate a high definition delay. Possibly with TWO microphones and speakers to make sure it works.

This was the exact reason I could not use the overhead paging system at work. There was just enough lag between speaking and hearing, that the first (and last) time I tried paging, all I managed to eek out was "Maaaaaa".
However, it doesn't seem to affect everyone and I would imagine you could train yourself to tune it out and just focus on what your saying... I just never wanted to try again.

Probably due to the exact timing needed to effectively use this. The brain is a really complicated thing, so even .1 second off of the right delay may render the technique ineffective. Just my own thoughts, so no actual data to back it up.
But this is really, really cool! I have to try this.

There might be a magic frequency that if you happen to synchronise visual and auditory signals with a precise enough time delay you can induce the brain to generate hallucinogenic effects by trying to correct a non existent mismatch. To make this work would probably need a 3-D video display and two cameras, and slowly change the delays until something interesting happens.
People watching the early 3-D films noticed this in the form of severe nausea and disorientation because the frame rate was slightly off from the soundtrack. Also occurred on some cinema rides where the motion effects were slightly off.
