I built a plasma tweeter with an 833a. And when I turn on the b+ I hear a cling inside the tube. The plasma tweeter works for as good as possible because it's wired together with clips... But I'm concerned with what that noise is!

Probably the plate being attracted to the cathode. It is not unusual for some tubes in audio amps to produce sounds due to the vibration of internal components. The opposite of this effect is microphony, where mechanical vibration of the tube will generate electrical noise, i.e, if you tap a tube in an audio amplifier with a pencil, the sound is reproduced at the speaker.

Also, when you turn on the plate voltage, the plate and screen grid suddenly heat up by hundreds of degrees. The thermal expansion can make ticking and pinging sounds. Ditto when you turn the HT off and the tube cools down.
