Voltage rating for ceramic caps in marx generator

I have some 20kv rated ceramic caps and I have a 20kv supply. These caps are probably made in china. Anyhow, before I start construction of the marx I'm wondering if I shouldn't push the caps to their rated voltage in an open-air setup. I'm kind of trying to find out from those who've built marx generators before and probably have some advice that these caps shouldn't be pushed to their rated limit in open-air. I only ask because I've noticed some conflicting information out there, some say to push them to their rated voltage they should be immersed in oil. I'm not going to do that, I'd rather put a voltage divider on my power supply if I should say, give the caps half their rated voltage for sake of safety.

Immerse them in oil for safety. I wouldn't trust shady Chinese caps to be good for their rated voltage in air; there's a good chance that the leads will arc over.

I was going to put heatshrink on all the leads to help against arc overs. I'll just try to push them at 15kv and see how that works out. If they can't tolerate 75% of their rating then I don't want them anyway.
