If he confuses a primary with a secondary I do not want to even think what else he got wrong.

Very inefficient energy source.

You will find as you get older that if you use the three C’s, you will not insult others.
C1 – Do not complain
C2 – Do not criticize
C3 – Do not condemn
Judge not for you will be judged.

It's not going to fuse any appreciable amounts of hydrogen ... but it's always interesting to see how relatively non violent underwater discharges are, shame about the hydrogen/oxygen evolution or it would be a nice alternative to a normal spark gap.

Is there any other liquid that conducts like water but doesn't break down by electrolysis?

A. Be respectful. This includes everyone: other members of the forum, moderators and administrators, other people on the internet, and any other person, living or dead. Making false statements that are damaging to another person's reputation is not allowed. Insults, threats, and harassment are prohibited!

He may be very wrong, and there may be utility to be had in a discussion about how and why, but calling someone "stupid" doesn't promote useful discussion.
