How about a mercury column resistor. If you keep the temperature constant the resistance you set by changing the length wont change.

the operating temperature is going to be all over the shop, from 15c to 50c, but i dont need sub ohm accuracy

If the Hg resistor was made in the form of a closed U manometer, with one contact at the very botton of the U and the other on one side, you could adjust it with a small hand pump at the top of the other wide.
