I have a theory, perhaps it was an uplink to a low orbit satellite/near space balloon ? Would explain the non repeatability and strange signal qualities. -A

Perhaps it is a sync signal that enables listening or slave stations in a net to remain locked in and ready to receive until a message is sent.
