If the toriod becomes larger would a tesla be less saseptible to detuning when there is a arc. Also if the field shaper gets larger will it afect spark length

Slightly, but the effect is small. In general, larger toroids are used at higher power levels so the detuning usually stays in the range of about 5 to 7%. A large toroid with small arcs would be the least affected by streamers as far as tuning goes.

In general yes. The breakout voltage is higher so once the streamers start there is more energy behind them and they are able to go somewhat further.
But the main factor governing streamer length is "power". Streamer length is almost directly proportional to the quare root of coil power.
