No, these moderators only issue bans if there is a reason (like breaking the site rules). From what I know about Bill Beaty, he must have been banned for something pseudoscience-related. Just a guess, don't take my word for it.

On the hand you have people who complain that riff raff like me stinks up their threads and want more moderation, on the other you have people like them who troll it up with pseudo science who want less.

In secret? No, the whole affair was as public as can be. It's no surprise that we ban people for posting psuedoscience.
