What to do with an oxidizer tube? (ionizing UV!)

Yes, you can get the phosphor from a fluorescent lamp to glow if your tube is producing 254 nM.
The powder will glow if there is no glass in the way (i.e.) the UV has to strike the phosphor
directly.

If somehow you could slice the old lamps to get the phosphor as it is sprayed on the
glass , it would block the UV just like it does in an entire lamp.

A 30 watt germicidal lamp slid into the glass tube of a 40 watt lamp glows very brightly.

Could I just somehow pry off the ends of a fluorescent tube? Or, is that a bad idea due to the ... nasty stuff inside of them?

Yes you can. Cautions : teeny glob of mercury. The chemistry of phosphor may be Calcium Halophosphate
depending on lamp color.Look on lamp sites for that site..

If you carefully take end off, then release the seal-off, slowly if possible so as not to fling
glass sand down the tube and ruin coating. Look at what you see. then decide what to do.
Small three-corner file etc. Here's a photo of a 40 watt tube opened, and a 30 watt
germicidal lamp stuck inside. The red wires are to power both ends of the G-lamp.. The apparatus is not
operating in the photo, the white of the tube is just room illumination.
