After I wrap my secondary can i cover the winding's with tape, clear spray, or a putty? And if i did would it affect the output I'm assuming no but I'd rather ask the experts :)

You can use a spray on enamel or varnish. I prefer epoxy myself.

Coating it will change its resonant frequency verrrrryyyy slightly. Not enough to be concerned about though.
I use a product called polycryllic. It dries clear, never yellows and cleans up with water. Once your coil is in tune,
after its all assembled, coated and dry, there will be no affect on your output.

Here is what I use. Works great and is sold at most hardware stores. One coat is extremely thick. Link2

I have used an isolating spray for PCB boards (RS 569-290), but I got some bad blistering: I don't know the cause, maybe I sprayed to close to the secondary. The coil is working fine, I think there is no impact on performance, but probably I wouldn't use a spray again.

Spray is about the worst you can use for secondary coils, I have had it crackle and its only very thin layers, so many are needed to give the same isolation a good varnish or epoxy coat would do.

Remember to have your secondary rotating when your coat it, also when it dries, this insures a even coating.
