Seems it breaks up the water, just like electrolysis, then the hydrogen burns, turning back into water, recycling itself over and over again... Also, it gets rid of the salt in the water!

It sounds like a complicated way of performing electrolysis and burning the hydrogen and oxygen that come out of it.
The demo in the YouTube video of it turning a Stirling engine is cool... it demonstrates a very convoluted path from regular electricity to RF power to chemical potential energy to thermal energy to mechanical energy. It will operate at a steep energy loss due to the fundamental limits on converting thermal energy back into other kinds of energy, not to mention inefficiencies at all the other steps of the process.

The flame in the TV 'news' clip is not the colourless flame of hydrogen burning in oxygen, but is perforce the product of the spontaneous ignition of hydrogen and chlorine from the AC electrolysis of saline. Addendum added later: Andrija Puharich, who wrote extensively about his contact with alien civilisations by way of Israeli spoon bender Uri Geller, has also written about driving round the USA in a car powered by water - using again, AC electrolysis:

This is cool to watch, but if he tries to turn this into something practical, methinks the laws of conservation and thermodynamics will bite back--hard.
