I expect it works by heating up the water in a way that increases the conductivity so more hydrogen can be produced for a given electrode area and voltage.

I am with Conondrum on this. Perhaps the radio waves just work like an induction heater and cause eddy currents to flow making hydrogen?
This is great, but how could you power an engine with it? The salt water cannot be simply ignited, it needs radio waves. I guess it is possible, but the radio waves take electricity. You could just use the electricity for electrolysis without the need for radio waves which i assume would be more expensive.
However, if it requires less power in radio waves than does electrolysis, this could be good.
