Um.. Actually this might be win. If they ever used this in an urban environment then the criminals would be on the floor laughing uncontrollably so easily rounded up and detained.

Those look like pretty sad "lightning bolts" for 60kW. They could have done a lot better than this hundred thousand dollar behemoth with a $500 DRSSTC strapped to a $1000 truck.

You fail to understand how the American defense industry works. The goal is not to build the weapons that junior officers and enlisted men need on the battlefield, the goal is to get as much money in there own pockets as possible.
