He wants to build a CRT with phosphorescent phosphor with vertical scanning handled by mechanically moving the laser assembly from a laser printer in relation to the projection screen.
PS. I remember seeing a bit on hackaday about someone who moved fluorescent paper by an array of leds to create a moving message display, as well as a wall sized display which captured a fading image in this way for an art exhibit (but I don't remember where I saw it).

That would not be a CRT. A CRT has an electron gun and a phosphor screen within a vacuum sealed enclosure. It sounds more like a projection TV.
