My tesla coil is very much a fail coil. Even with a grounding stick near it, it only makes an inch of a spark, without, nothing comes. I had imagined a million volts arcing across garage when I first planned to build it. Even if I am not able to achieve that, what can I do to make my 16 inch ,3.5 inch diameter coil with a 7.5kV 30mA NST and leyden jar caps work before school starts (August 22)?????? :D

Did you use any guides to build this? Or do you just already know how to perform the correct equations?

You definatley need to make sure it's tuned to the correct frequency and everything, resonance is key
Look through this -http://deepfriedneon.com/tesla_guide.html
and this-
Link2
and you should be able to get streamers a good foot or so with some minor modification.

As everyone else said, tune for resonance: L_pri * C_tank = L_sec * C_sec, where C_sec is the self-capacitance of the secondary + the capacitance of the topload.
Secondary specs?

Yeah, I've seen people on YouTube with these makeshift tesla coils that don't do anything but hum unless you put a grounding wire near it. Look through the guides on DeepFriedNeon, they are very helpful and that's how I'm designing my first SGTC.
