Yes but .... from memory, the voltage rating applies when under oil, encapsulated etc. In air they will probably flash over at 30 kV due to humidity/condensation/contamination etc. i.e. surface-tracking.

I second that on humidity, just had a small 9V gas igniter module which arced nearly 4" across a glass bulb and bit me. Normally it arcs less than 1cm.
