Dutch ban two-tier internet New laws in the Netherlands enshrine the principles of net neutrality and ban mobile operators from preventing access to services such as Skype
By Matt Warman, Consumer Technology Editor The Independent 23 Jun 2011
The Netherlands has become the first country in Europe to enshrine the concept of network neutrality in law. The country’s telephone operators will be banned from charging customers extra for using web-based communications services rather than traditional methods, and will be barred from blocking such services.
Net neutrality is the idea that all online traffic, whether it is video or email, is treated equally. Campaigners for the idea, including inventor of the web Sir Tim Berners-Lee, have said it is crucial to the continuing growth of the internet.
The lower house of the Dutch parliament voted largely in favour of the measures, which will deal a blow to T-Mobile and Vodafone’s aims to block services such as Skype from their smartphones. Operators claimed that the new regulations could result in higher prices for consumers.
The Dutch senate is now expected to approve the bill, and it could have an impact on the European Union’s debate about how to shape regulations across the EU. While the European Parliament has supported the principles of net neutrality, it has not begun any legal proceedings.
While the move is the first in Europe, last year Chile put net neutrality on its statue books. American legislation on the subject is currently mired in legal challenges. British communications regulator Ofcom is looking at the issue in the UK.

I dont know if this is really what were talking about here in the US, there is no reason for an access provider to control what we can or cant see, everyone should support this principle.
However in the US (and I dont mean to be political here) there seems to be some advocating for this: If you advocate an oppinion then you would be legally obligated to give "equal time" to every other oppinion even absurd, stupid, psychotic ones. This is the idea I dont agree with, free speech rights also mean we cannot be compelled to speak.

I would put my money on the British government doing whatever is most profitable to its corporate bed fellows. Why should the internet alone be exempt from market forces, they will ask. If forced into action by Europe, our government will argue for industry self-regulation, and do all in its power to avoid the kind of binding legislation now enacted in Netherlands.
