Um, I think we have a problem.
Anyone care to speculate what effect a storm surge of >5 metres would have on an already damaged power plant, not least if it breaches the drywall and washes yet more radioactive material into the sea?
Ironically a storm surge was one of the criteria for the existing wall height, shame no-one said at the time "Build it 15 metres high, its worth it just in case"... !

An ocean is the best place to flush radiolytes into. Its full of deuterium and infinite ion migration systems and more likely feeds fissures that direct rogue isotopes from outer space into the superheated molten core.
Everything on the planet eventually gets back to the sea.
All the puny nuclear reactions accelerated by mankind never ever leave the planet, except in RTG powered space probes.
