I'm glad i stirred some discussion.
I agree that the leads of a spiral wound capacitor would be coming out axially so as to reduce the inductance. Are there any electrolyte chemicals that are simple for us to find and use? diy lytics would be nice, and i think the aluminum tape would help a lot with keeping everything smooth and uniform.
metallic paint sounds like it would be very hard to use for anything larger than a few square inches.
I've never heard of BOPP foil before. is it an adhesive tape or just a wrap?
I also once thought about using the metallic layer within a mirror as a nice, uniform plate

Forty, what sort of voltage are you looking to do? if you have a foil/paper wound capacitor, and put an electrolyte in, then your aluminum oxide layer on the foil is going to be your insulator, with the paper just serving as a spacer, and absorbant for the electrolyte. If you leave it dry, or oil filled, then the paper/oil (or plastic if your wound with plastic) is the insulator. If youre looking for something high volrage rated, then plastic or oil/paper is what youre going to use, and electrolytic will be for low voltage stuff. I wouldnt be sure of the cost effectiveness of DIY electrolytics as far as capacity per $$ if your labor time means anything at all to you.

BOPP has far better dielectric strength than "normal" unstrained plastic (BOPET/Mylar is similar in that respect though with a higher dissipation factor).
