I dont see any specs visible on that ebay page.
If the C is large and charging/discharge rate slow, like 5 kHz or so... then you can use HV resistors arranged to be a divider, then feed the divided voltage to your O-scope, but youll have to make sure you dont get any RC artifacts doing weird stuff on your screen.
If you need a high bandwidth solution then youll need a real probe. like the p6013, p6014, p6015 series. the next more common and more modern probes are expensive and top out at 4 or 6 kV, but youll need to look on ebay. im sure you can find one cabable of 8-12kV, if your made of gold and have the rafters stuft full of money ...your fine.
