Hi all. As I mentioned a while ago on the chat, I stupidly didn't pick up two 13Ah 24V industrial NiMH packs because they looked in poor shape with white stuff everywhere indicating serious gassing and leakage.
Went down there again yesterday and whaddya know, the bag has been reopened so people can put more batteries in. Had a look and voila, one 24V 13Ah 
Took it home, thanks to whoever cut the +V lead off because this explained the lack of voltage. Did some exploratory surgery and found that the really rusty cell near the +V side was dead, and the one right next to it as well as all 18 remaining cells were perfect.
So I've put it on charge on my solar panel, as its a 12V which limits the current to 80mA or so enabling me to rebalance the cells.
Update:- seems to be charging, voltage at 19.8V. Reckon this would be suitable for retrofitting into a Currie electric bike pack? -A
