If the neutrino theroy is true, would it not be possible to change the decay of a radioisotope by placing it next to a very strong beta emitter? If so then we could make RTGs that have a low power mode and a high power mode!

I have study quantum physics a little but, it was only recreational, plus I am only 15. Its my understanding that a Neutrino, meaning "small neutral one" which is electrically neutral, and is able to pass through ordinary matter almost unaffected. So how can this particle affect the decay rate of a radio active sample ?

Short answer, we don't know.
I would speculate that there might be a time during a given atomic decay when a nucleus is in a hyperdeformed state during which it can be affected by a neutrino hitting it. This time may last attoseconds which explains why this effect is so hard to see despite the high neutrino flux.
As I said, this is speculation so take with a pinch of salt.

If a gravitational wave is defined as a fluctuation in the curvature of space-time which propagates as a wave, then yes, the sun may be radiating gravitational waves as its core is rotating, or whatever its doing.

I read somewhere that neutrinos, when in free space, are massless, but aquire mass when they pass through other matter. I understand it affects their velocity as well.
This would suggest that they do in fact, interact with matter.
(I'll try to find some links later)
EDIT: One article I read said something like 'the neytron is 'absorbed' by the nucleus, then 'ejected'. The phenomena was also correlated with the refraction of photons when traversing from one medium to another.
EDIT: Wikipedea says this:
"Neutrinos can interact with a heavier nucleus, changing it to another nucleus This process is used in radiochemical neutrino detectors. In this case, the energy levels and spin states within the target nucleus have to be taken into account to estimate the probability for an interaction. In general the interaction probability increases with the number of neutrons and protons within a nucleus."

This (.PDF) and this suggests that the effect is not real. The same does the fact that this information seems to come from a few people that is repeatedly promoting the same story without doing any new experiments.
