I recall the old Sola voltage regulating transformers used saturation to regulate the line voltage. They used to be common for computer equipment although you don't see them much anymore. I remember they ran hot and often were a bit noisy.
I had an older Sola power conditioning transformer a few years ago to regulate the voltage while testing X-ray equipment. It was so noisy that I always had to disconnect power to it when I wasn't using it. Anyhow, to my knowledge, they do not use saturation to regulate voltage but rather they are ferroresonant, as described on the Sola website:
