250kHz sounds like the quarter wave mode, and 900kHz sounds like the three-quarter wave mode. 250kHz is the resonant mode you want to drive it at, unless you can find any more resonant peaks in the region below 250kHz!
Out of interest was it tested with a toroid on the top? ...or just the bare resonator? The addition of a toroid shifts the resonant mode frequencies.
