It's useful at lower frequencies, with no change in the current rating and with the voltage derated by the frequency ratio 50/400 or 60/400.
An instructional first step would be to drive the entire winding with another variac. Slowly increase the voltage while charting the magnetizing (no-load input) current.

I know from experience that a 400Hz transformer will overheat when operated on 60Hz, and I can assume that a Variac would have the same problem. I think you might end up using it as a boat anchor!

As Klugesmith says, it will overheat (saturation) at rated input voltage, but if you reduce the voltage accordingly it will work fine. In this case that would work out to about 18V input at 60Hz, or 15V at 50Hz. Might still be useful as a low voltage regulator.
