A dielectric may or may not be be between two bodies being referenced. If it is, each (new body) or part thereof will have a charge by induction from the outer bodies (plates).
A charged dielectric, sans plates, is an electret.

Yeah. I like to remind people, especially electronics students who think of current in terms of the electron flow direction:
Capacitors and dielectric polarization were studied for 150 years before electrons were discovered.
Without knowing that "charge" was carried by moving subatomic particles (usually the kind with a negative charge -- who would have guessed?), scientists and engineers and businessmen established international standard volts, amperes, and ohms. Ordinary people were paying bills for AC electricity and digital telecommunication services. Electrostatic machines and electromagnetic motors had been known for generations.
