If you just want to make something that hurts you chop a 1.5v and feed it into a step-up transformer. You don't need the capacitor. I made one as a kid using a buzzer to act as a relay. It sounded like a giant bee was coming after you, and it felt like one if you got stung.

You can charge a capacitor to whatever voltage you want, so long as its below the maximum voltage rating. Just don't touch it to a person afterwards, in general, that's a bad idea.

OK so I have had a look from all the cap in my shed, and I have found a 400v 2.8uF and a 3.8uF 400v, they are from CFL ballasts, can I use these, because all the rest are much higher uF, one I have is 400volts 330uF.

you can put a ceramic capacitor of several nanofarads, like those you find in power supplies, and it will be largly sufficient to give a shock if you really want a capacitor
but this is dangerous and nobody will encourage this
imagine you shock someone who is cardiac but doesn't know it? it takes no brain to imagine what could happen...
