 		Can I charge a Lipo without the real charger, I want them as a PS, they are 7.4v out, and it says 9-12volts in to charge, can I charge them with a wall wart of something similar?

It depends, most, if not ALL lipo batteries need to be charged used a special circuit. Charging it with a wallwart will almost guarantee something bad happening, most likely the battery exploding and shooting flames....Play it safe, I assume you've seen what happens to overcharged lithium batteries on youtube.

 		well it says 9-12v in, and I opened it up, and it has a built in circuit. What can I charge it with?

 		you have to do some math, the volts per cell is determined buy the chemistry, so youll have to look it up, the complex and very good chargers are putting out the cell charge volts to 2 decimal places, like 4.XX Volts per cell.
it does vary a little bit give the Charge and Discharg rate C.

 		Usually the circuit in the pack is a protection circuit. It will cut off the charging cycle to prevent catastrophic failure, but it will still allow the cells to be overcharged. In a pinch you can make a Li-ion charger with a LM317 and a few resistors. Really though you're better off making a proper charger. You can probably even get the chip as a free sample.

 		The easiest way to charge is a CCCV cycle. Constant current until a voltage setpoint, and then constant voltage until current drops to a certain level. Exact current and voltage will depend on your particular cells. And then there is balancing...

In a pinch, I've used an HP bench powersupply to charge my cellphone. Carefully setting the current limit and voltage limit and double check with a calibrated fluke.

 		I dont know the battery model, but it's from this > Link2,114/

I plugged a PSP charger into it, and the 'charging' LED lit up, although it was below stated charging voltage.

I opened it up, and it has two cells.

 		What kind of cells? pouch type lipo or 18650?
you can by a charger for 18650cells for like $20.
