I found out why. There is nothing wrong with my mains.
The reason why I get shock is because there is a indicator lamp between hot and neutral,and the switch is installed on neutral.So when the switch is off,the neutral is connected to hot beaause of the indicator lamp.

If the circuit is GFCI protected then yes. In the US only receptacles located near water sources have these. A lot of older houses only have them on bathroom and outdoor receptacles, and those built before the 1970s don't have any at all except where added.

I did not know... In Italy it is mandatory in any kind of domestic plant.

There are lots of differences between different countries and even between different regions of the same country. Code is updated regularly to require new things too, new homes now must have arc fault protectors on all bedroom circuits, that's a recent requirement. I tend to assume USA since that's where I live, but it's interesting to see how it's done in other places.
