But I will point out that learning to drive a car made me a much safer road user on a bike. Maybe they should bar you from riding one in NYC unless you have a driver's license, for your own safety.
The Kryptonite "New York Lock" bike lock has "Fuhgedaboudit" printed on it.

I don't agree with a bike registration law, but I have seen many bikes on roads I use at night without lights. Maybe this law if it passes would at least encourage people to get bike lights.
I'm also not sure where this comes from in the article: "be beneficial for small businesses to have liability insurance because the insurance would pay for any medical bills, instead of having the payment come directly from the pockets of the business."
Are they saying that small businesses go out of pocket for bike accidents their employees get in?? Or are they just putting the "small business" buzz word in because then it makes it seem like a better law?

Surely it would only be the fault of the employer if the bike was faulty. In all other cases it would either be the fault of the employee, or of a third party, e.g. car driver, in which case the employer wouldn't be liable.

Why not simply having a law to ask bike riders to wear a fluorescent vest at night and proper lighting equipment. We have that here for several years already.
However you don't need to pay extra for registering a plate number or for technical inspection of the bike!
