A million volts would require quite large structures to contain the charge while it grows. It's difficult to obtain more than a few hundreds of kV, and the main reason is the degree of insulation required. You always end with something as a Van de Graaff generator when optimizing the structure of an electrostatic generator for the highest voltage in a limited space.

All that is going to happen is that the "feedback" Will directly arc to the ground point. However, your going to need superconducting water to achieve such a voltage. That is only even theory itself. You can't just amplify power in a loop.

What would superconducting improve? I doubt very much that this would scale up easily, it is interesting for academic and demo purposes though.

The superconducting thing is that if you had a ring of superconducting material, (or other non-canceling-loop)
you could sustain a charge forever, assuming perfect conditions, or until inductance took over. this would however, require the charge to be implemented magnetically. So really, I guess there is almost no application besides "academic and demo purposes"

Superconductivity doesn't have any effect in the capability of a conductor in holding static charge. The inductor rings in the Kelvin generator don't consume any current or power, except for leakage.
In the drawing, two cross-connected devices would be required to implement the feedback mechanism.
