I've had very good success with using the secondaries of microwave oven transmformers. I take off the I section of the core along with the heater winding and primary, and use four in series. It gave me 14.6H and will withstand 12kV.

If you can find ballast chokes from flourescent lights, they are in the order of 1H (depending on tube wattage), and are *rated* at 1kV (that's what you need to strike a tube) so should take 3kV happily. A few of those in series will do you.
