I'm still not pretty sure about this... how are the voltage ratings of tubes calculated, is it just to make sure that no internal arcing occurs or there is some other reason? I think I read somewhere that overvoltage can damage the cathode but how? Is the overvoltage harmful only when anode current is flowing, or at any instant?

I can recommend "Getting the Most Out of Vacuum Tubes" by Robert Tomer, 1960, it has lots of good info on tube failure modes, and it's freely available here , as the copyright is expired. I can recommend this book to anyone with an interest in tubes. There are many other good books on tube subjects here .
