I think that "security through obscurity" has its places. (One's enemy can get any bit of secret information if he works hard enough, but has limited resources and we want to keep his intelligence costs as high as possible).
I agree with other posters: the naming of hydrogen peroxide as an explosive precursor is not one of those places.

So I assume it is fairly plausibel that they bought the legal low concentration H2O2 and then boiled it down to a higher concentration.
I also agree that this articel is not to be considered dangerous in the sense of informing terrorists, rather it is to be considered dangerous because it may further limit the public's access to various chemicals, such as H2O2 obivously.
If some journalist goes out and buys 50L of H2O2 and smack it on the frontpage tomorrow, there will be a new law outruling H2O2 by the end of the week. Thats what they did with ammonium nitrate in my country.

Ash, standard OTC stabilized hydrogen peroxide from a pharmacy is a maximum of 3%. I've been told that by freezing it, you can concentrate it up to 10-12%, but that without a proper distillation method, getting more than 20% is unlikely.
Medically, even 3% H2O2 is likely to do more harm than good when it comes to wound care, and it has largely been abandoned by hospitals, doctors, and EMS providers for such purposes, as it kills cells indiscriminately, including tissue and immune system cells. I would think 20% might be sufficient to cause actual (if minor) chemical burns.

It's some time since I worked in a pharmacy Dave, but I'm certain that the peroxide sold for bleaching hair is 20% W/W. (peroxide blonde). This is what pharmacies sell most of, if I remember correctly.
I've found references for 3%, 6%, 17.5% and 30%, all commonly available.
contact lens cleaner is also H2O2, but around 3-6 % I think.
Hydrogen peroxide solution is also used for whitening teeth.
You are correct that the stuff sold for cleaning wounds is around 1-2 %.
