Answer 1) 3ma?

Answer 2) Disconnected from power because someone hit the button after 5 minutes and nobody could find any other way to shut it off.

I agree with the relay, Flip Flop or transistor inverter circuit.

Quiescent state current: very nearly zero (just leakage current thru transistors).

State after an hour in the lab: Disconnected from power (as TetraFluoroEthane said) because no one can turn it off! (The transistor configuration is like that of an SCR.)

I guess EV's last quiz is solved, so here is one.

The circuit below is a voltage doubling rectifier, loaded by some sort of load (you don't need to know what) that draws a steady 5 amps DC with negligible ripple. The moving coil meter I2 will obviously read 5 amps. But what does the other meter (I3) read?

The current through I3 will be postive spikes of high current at a frequency of 50Hz, but since I3 is a coil vane meter, it won't be able to react fast enough to detect these, so instead it will read the Rms current of this which is approximately 15A.
