The only way this might possibly work would be if specific *combinations* of base pairs or short chains of them had a sensitivity to some EM wavelengths which would cause an increase in sense bonding versus random chance.
As no such effect has been detected, its almost certain to be another HeLa anomaly (aka the mysterious stable stem cell lines which turned out to be airborne HeLa cells infecting the cultures). Turns out that these things can travel for hours in air conditioning systems, even between adjacent labs.
PCR is very, very sensitive and even a single intact DNA strand might be enough to generate a false positive, so opening the tubes and diluting them is just asking for trouble.
A more sensible test for the proposed effect would be to shine different wavelengths of UV and NUV light at a sealed sample of previously prepared and confirmed clean (preferably in a remote lab with no physical contact with the test lab) water with a suspension of 3-4 base pairs long DNA fragments, and see if any strange patterns show up when the tubes are examined by non contact means such as colorimetry.
There is actual science involved here, we already know that UV can mutate DNA by breaking molecular bonds so it is not entirely implausible that different wavelengths of UV could do something unexpected such as encourage a specific combination to form in the tube more often than random chance would suggest.
