The half-bridge is driven by the driver circuitry, which is also on Steve's page. The driver produces DC.
As Gregory says, this circuit runs on AC and D8 half wave rectifies the input, there is no large DC smoothing cap, only the voltage splitting capacitors for the half bridge.
The driver ONLY provides gate drive for the two MOSFETs.
