You cant turn a perf board into a printed circuit board.

Correct, this form of construction is asking for trouble, if there are no wires under that solder.

Yeah, I've had a similar problem.

One thing which can happen in high frequency high power circuits which was first noticed on TV LOPT circuits was that the ions within the solder electromigrate over time to form a bad joint which looks fine but has high resistance.
Normally takes a long time but if the joint was bad to begin with it can take as little as a month or so.

I recently repaired a laptop with this problem, the CCFL had detached from the connector at one end and this resulted in a dead screen which flashed when Fn+F6 was toggled.
Goodness knows how many inverters get needlessly replaced due to this fault.

Hint:- RoHS solder on CCFLs = BAD idea.

Agreed, I personally use 26ga solid core from old CAT5 cables. Cut and strip to roughly 8 inch pieces of metal wire. I only use solder to tack down the corners and maybe every 5 holes if its a long run.

Next time try throwing a vary thin trace of buss wire under the solder. It seems to work nicely. Radioshack has a cheap roll that is pretty thin. Then all you have to do is tack it here and there on the board between connections so that it stays in place

Actually lead free solders are less susceptible to electromigration (the reduced flow of the solder and increased brittleness might still make it a bad idea, but as for electromigration it's far better).
