I pulled them out of a unknown tube chassis, they appear to work, 1 is brand new, 2 are in pretty good condition and the 4th tube... the plate is pretty mangled

Well tubes rarely, if at all, have a short inside. That test doesn't help at all, unless used to check continuity on the filaments to ensure they are intact.
To test you would need to actually use the tube by checking plate current at different grid voltages. If one has a mangled plate, i wouldn't trust the other 3.

It certainly is a bit of a puzzle to explain how a thermionic valve tester should turn out to look like this, if no more than a heater continuity test and a check for shorts are all that's needed to tell the good from the bad.
As pious folk will know, this is the exact model of valve tester that will be operated by Jesus at the Last Judgement to decide which valves will be admitted to Thermionic Heaven, and which will be consigned to a toxic waste dump near an infants' school in Mexico.
