Interesting idea:-
If uranium 233 can start the conversion process of Th232 to U233 (aka a "breeder"), why not produce cubes of Th232 as a "pit" with a centre sphere of U233 etc and a blanking cylinder installed from the top to close the cube. Irradiate from the outside with the pit open to get the reaction started (use particle accelerator) then close up, ship and install in the thorium/uranium hybrid reactor core. The radiation from each small module "adds up" and multiplies the breeder effect, so once built the power slowly rises over time until criticality is achieved with no further action required apart from cooling when needed.
this approach helps reduce the proliferation issues with U233, and the thorium-232 "bricks" can be sent via freight with no significant issues as it shields the "hot" U233, as long as they are well wrapped to prevent leakage of Th232 and radon etc.
the best analogy for this would be a block of ice with a hot core of metal, induction heated until red hot- the ice does not melt because the forces are equal and opposite, and the "core" stays hot for a long time due to the steam jacket.
