When tuning a magnifier, should I tune the primary to the frequency of the secondary and tertiary coils combined, or tune to the frequency of the tertiary coil only?

The purpose of the secondary is to act like a step up transformer but it still has plenty of leakage inductance seeing as it only has the coupling of an air core transformer. It may be dwarfed by the tertiary's inductance but it still factors into the equation, I would think. Just not so much.. When tuning, you keep lowering or raising the resonant frequency until it works best, so if the output keeps improving as you move further out on the primary, you'll want to add more primary regardless of the exact theory behind it.
In the end I say tune it to whichever works better...

Well, you should always have another turn or so more than what you calculate for tuning and toroid experimentation. That extra turn will probably account for the secondary...
